When should this site be opened to the public?

Just curious about what kind of criteria is desired before this site "goes live" and opens up for public membership. Currently I'm moderating all incoming new member requests so it's controlled a bit but eventually you can invite those in your email address books to join in the discussion as well. I suggest creating a list of criteria that would precede this so we have a task list of what needs doing and we can then bang them out one by one.
